The first step in the Citizenship by Merit process is to visit Malta and submit a residence application.  Once a residence card is issued, applicants must submit a comprehensive overview of their background, a detailed description of their proposed exceptional service or contribution, and a clear plan for how they intend to continue benefiting the Republic of Malta. This includes preparing a tailored proposal letter for consideration by the Evaluation Board. If approved, an application for naturalisation may then be filed.
