Citizenship by Merit
Reflecting the 2025 Maltese Citizenship Reform
Recognition through Citizenship for Successful Entrepreneurs, Philanthropists, Tech Founders
Our Citizenship Lawyers offer expert, fully tailored guidance for individuals and globally mobile families seeking Maltese Citizenship by Merit.
Malta’s Citizenship by Merit, as provided for in the Citizenship Act and Legal Notice 159 of 2025, recognises individuals whose exceptional achievements, contributions or service advance the national interest. Eligible fields include science, innovation, arts, culture, sport, public service, entrepreneurship, philanthropy, and technology.
Applicants undergo rigorous due diligence to ensure only individuals of proven merit are recognised. This process safeguards Malta’s citizenship framework while welcoming those whose contributions have a meaningful national impact.

The first step in the Citizenship by Merit process is to visit Malta and submit a residence application. Once a residence card is issued, applicants must submit a comprehensive overview of their background, a detailed description of their proposed exceptional service or contribution, and a clear plan for how they intend to continue benefiting the Republic of Malta. This includes preparing a tailored proposal letter for consideration by the Evaluation Board. If approved, an application for naturalisation may then be filed.
Our practice offers seamless and holistic advisory services in relation to the acquisition of Maltese Citizenship by Merit, including:
Under Malta’s Citizenship Act, the Minister may grant citizenship by naturalisation to exceptional individuals whose achievements or service advance Malta’s national interest and long-term vision, including Malta Vision 2050. Eligible candidates may include:
